District 2 is Home.
It’s where Lawrence Williams has dedicated his life to serving families, mentoring young people, and strengthening the institutions that anchor our community.
A proud graduate of North Carolina Central University and Goucher College, Lawrence believes education is the great equalizer — the pathway to opportunity, stability, and generational progress.
He is a seasoned educator and proven leader with more than three decades of experience in Maryland Public Schools. He began his career as a teacher and coach, guiding students in the classroom and on the field. He later served as a Dean of Students, helping shape school culture with fairness, accountability, and high expectations.
His leadership journey continued as an Assistant Principal and Night School Principal, where he oversaw operations, supported educators, partnered with parents, and ensured that both traditional and non-traditional students had a pathway to success. Recognized for his steady leadership and results, Lawrence was appointed Superintendent Designee, contributing to district-level strategy and executive decision-making. That progression — from classroom educator to executive leadership — gives him a clear understanding of how decisions made at the top impact families at the kitchen table.
More than 25 years ago, Lawrence founded the Caring For Young Minds Foundation, expanding mentorship, educational access, and support services for youth and families across the community. What began as a commitment to uplift young minds has grown into a lasting legacy of empowerment.


Lawrence is an active member of Omega Psi Phi Fraternity, Inc., where he previously served as President of the Baltimore County Chapter. His leadership within the fraternity reflects his lifelong commitment to service, scholarship, and community uplift.
He has received numerous awards and recognitions for his leadership and service, and he is frequently invited to serve as a guest speaker and panelist on pressing community issues — from education and youth development to public safety and civic engagement.
He serves faithfully on the MOCS Ministry at New Psalmist Baptist Church, grounding his leadership in faith, integrity, and compassion. Lawrence is happily married and deeply rooted in family and community values.
He brings executive experience, steady leadership, and a lifetime of service — ready to serve District 2 on Day One.
This campaign is about people. It’s about progress. And it’s about leadership that listens — and delivers.
